New Deal Decree No. 14/2021 announced by the Portuguese government on February 12, 2021, introduced new regulations regarding the Portuguese Golden Visa. New laws in Portugal limit the “qualified” areas for real estate investment within Portugal and make investment options more expensive. Changes are effective January 1, 2022.

The Portuguese government explains these changes as necessary to evenly distribute foreign investment to the rest of Portugal. With the real estate markets in Lisbon and Porto booming, the government is now focused on developing the real estate market in Portugal's interior regions.

Policy Introduction


The Portuguese Golden Visa program allows non-EU/EEA citizens to obtain a special visa in exchange for a 5-year investment in Portugal Residence permit.


Investment method


  1. ≥ 1.5 million euro deposit
  2. ≥10 jobs
  3. ≥250,000 euros in cultural industry
  4. ≥500,000 euros for scientific research projects
  5. ≥500,000 euros for company creation &5 jobs Positions
  6. ≥500,000 Euros Fund
  7. ≥350,000 Euros for renovation of residential properties (only in inland underdeveloped areas)
  8. ≥500,000 Euros for residential properties (only Inland underdeveloped areas)

Application process


  1. Preparation materials: Passport or Travel documents, no criminal record certificate, insurance certificate, investment plan, asset certificate, family status certificate and other materials.
  2. Submit an application: Submit an application to the Portuguese Immigration Bureau, including investment plan, bank certificate, application form and other materials. If the applicant is already legally residing in Portugal, proof of an existing residence permit will also be required.
  3. Audit: The Portuguese Immigration Service will review the materials submitted by the applicant. If the materials are complete and meet the requirements, the applicant will be notified for biometric inspection.
  4. Residence Card Application: After the inspection is completed, the Golden Residence Permit is issued to the applicant.
  5. Renewal: The Golden Residence Permit is valid for 2 years. After expiration, applicants can renew, provided they still meet the requirements of the Golden Residence Permit program.
